Vietnamese character not recognized with Vietnamese keyboard layout

Not a Problem

I'm using the Vietnamese keyboard layout under xubuntu to type the diacritic ã but it's not recognized.

With the Vietnamese layout i use, you have to first type letter a and then type number 7 to put the tilde diacritic on it to form . But as soon as you type letter a the word gets marked red, doesn't matter what follows after. With other layouts like Spanish, you first press the key that creates the diacritic like ' followed by the letter to form the letter with diacritic. So probably a keystroke order problem?
